What is the UST and how does it work? Your 501(c)(3) nonprofit organization has the option of withdrawing from the state unemployment tax system and becoming a reimbursing employer. Rather than manage the risks of being a reimbursing employer, you may join an unemployment trust and make regular contributions to the UST, which in turn reimburses the state for unemployment claims.
